Before this last election he lost in the primary, I remember one of Cornyn's campaign ads which ran ad nauseam on the local news. The thesis was that he protected women because he got legislation signed which funded processing the backlog of rape kits. You would think this vote wouldn't be that hard for Cornyn if he really meant what he campaigned on.
My guess is Cornyn wants to keep his credibility with donors so he can be a lobbyist. He keeps his credibility be never sticking his neck out and taking a stand.
